The challenge

Citizens and businesses submitted permit and inspection requests at the front office, then called repeatedly to ask what had happened. Internally, budget absorption was tracked in spreadsheets reconciled against SIPD before every reporting deadline.

01Requests moved between divisions on paper disposition sheets that could sit unnoticed for days.
02Budget absorption per activity was known only after manual reconciliation against SIPD entries.
03Procurement documentation for audit had to be assembled from filing cabinets across four divisions.
04Field inspection findings were written up back at the office, sometimes days after the site visit.
Our approach

Paper disposition sheets
Applicants check status online instead of calling, and the front office handles exceptions only.
Budget absorption is visible per activity throughout the year, not only at reporting deadlines.
Audit requests are answered from the system with complete supporting documentation attached.
Inspection reports are filed the same day, shortening the whole permit decision cycle.
Transparency was a target on paper before this. Now anyone can see exactly which desk their request is sitting on, and that alone changed how quickly things move.
